MOTAC licence: what it means for your agency
You are about to pay a deposit and want to know the agency is genuinely licensed.
IndonesiaQuest Editorial · Updated 20 October 2026
A MOTAC licence is the registration a Malaysian travel business holds with the Ministry of Tourism, Arts and Culture. The ministry enforces the Tourism Industry Act 1992 (Act 482), and its portal lists entities that have committed offences under the Act, including those under investigation [1]. For you, it is a first check before a deposit leaves your account.
The full routine is in our guide to checking a Malaysian travel agency licence. The wider booking responsibility hub explains who is responsible for what in a package.
What does a licence tell you?
It tells you the company is registered to operate as a tourism business in Malaysia. It does not rate service, price or itinerary quality. Treat it as the entry ticket, not the full answer.
Licences can be revoked, so a licence number seen on a website or a brochure may not be current. Industry voices advise confirming that an agency is registered and holds the proper licence before any payment [2].
How do you check before paying?
Ask for three details: the exact company name, the licence number and the name on the bank account. Check them against the official MOTAC channels and its warning list [1]. Names that differ between quote, invoice and bank account are a reason to stop and ask.
Then keep your own file of the quote, the licence number and the payment receipt. Our questions to ask an agency before paying a deposit gives a ready list, and the payment methods and deposits guide explains how to pay with a clear paper trail.
Want a second pair of eyes on your plan?
If you are about to choose an agency for a family trip, send us your dates and party. We can give the quote questions a second look and pass your brief to a licensed Malaysian agency, with your consent.
You get a reply from a person who reads your plan, plus a quote from a licensed Malaysian agency if you want one.Where does this fit in an Indonesia trip?
An Indonesia package from Malaysia bundles flights, hotels, drivers and boats. The Malaysian agency is the party you contract with, so its licence is the one you can check at home. Ask what the agency has confirmed with each supplier, and ask for it in writing.
The licence is also the reason we pass briefs only to licensed agencies. Our guide to briefing an agency for a family or group quote shows what to share.
What should you remember?
Check the licence first, match the names on every document, and pay only to the account named on the quote. Keep copies of everything. For the thinking behind package versus independent travel, see the free and easy entry.

Questions Malaysians ask
What does MOTAC stand for?
MOTAC is the Ministry of Tourism, Arts and Culture of Malaysia. It oversees tourism businesses under the Tourism Industry Act. When we say a licensed agency, we mean one that the ministry has licensed, and you can ask the agency for its licence number to check.
How do I check if a Malaysian travel agency is licensed?
Ask the agency for its licence number and company name, then match them against the official MOTAC channels and its warning list. Make sure the name on the quote, receipt and bank account is the same company. Do this before you transfer any deposit, and keep a copy of the licence.
Does a MOTAC licence cover my Indonesia hotel and driver?
A licence shows the Malaysian agency is registered, not that every supplier overseas is checked by MOTAC. Ask the agency what it has confirmed with each hotel, driver and boat operator, and get inclusions, exclusions and cancellation terms in writing before you pay.
